Issue/Introduction

Staffing Grid and Staffing tabs are slow on retrieving metric records

STEPS TO REPRODUCE:

1. Use a very large dataset with large number of active projects
2. Navigate to Staffing Grid, use a view that returns Allocation, Actuals
3. Group by Resource
4. Note the timings
5. Now add Remaining Availability as well
6. Note the timings

Expected Results: The views to return in a reasonable time

Actual Results: The views take 40+ sec, over 200 sec with Remaining Availability with multiple thousand rows

The fix is requested for backport in 16.1.3.4
