Issue/Introduction

Staffing workspace performance is slow on various use case like filtering the per-period metric like TSV ETC, Adding a 'pagination widget' on all 4 staffing Timeline/Histogram tabbed pages

Steps to Reproduce:

1. Login to Clarity MUX --> Navigate to Staffing workspace -->  Assignments by Investment  or  Allocations by Investment 
2. Filter on per-period metric or add a pagination widget

Expected Results: The requests to be completed within reasonable time, once the filter is added

Actual Results:  Assignments by Investment and Allocations by Investment still take over 15 sec to load,  Assignments by Investment  may get up to 30-40 sec. with filter to restrict the amount of results to around 200-300 in each panel. Also looking at database reports, nk_curve_conv_factor function was being executed several hundred thousand times and overall degrading the performance

Resolution

Various optimization on staffing was done on 16.2.2 and further optimization are done in 16.2.2 patch 1 and 16.2.3

For DE79942, there is a required post upgrade step after applying 16.2.2.1 or 16.2.3:
After upgrading to Release 16.2.3 or after applying Patch #1 on 16.2.2 (16.2.2.1), run the 'Time Slicing Sync' job to ensure all SQLCurves are updated due to this resolution.
