After upgrading to 23.4 the hub goes down/becomes unreachable/cannot log in intermittently. After a service restart the issue is resolved but the issue reappears again.
This affects the whole UIM, alarm processing and monitoring from the OC.
Service Restart fixes the issue
When the issue occur, administrator cannot log in to the UIM with the error message: "Canot locate specified domain"

Anti-Virus scanning UIM install folder can cause these issues
The issues described might be caused by an AntiVirus or Security Software that prevents some UIM operations, actually blocking the workflow.
Ensure the DX UIM Install Folder is excluded from the AntiVirus scan on both the primary hub and OC servers.
