Project - Copy: Budget Plans not copied

Issue/Introduction

The project manager copied an existing project. If the source project has budget plans, they are not copied.  

Steps to Reproduce:

1. Grant the user the global right 'Project - Copy' 
2. The source project should have cost plans, budget plans and benefit plans  
3. Copy the source project  
4. Check the Financials Module for the list of Budget Plans in the copied project 

Environment

Release 16.1.0 

Resolution

By design, we do not copy any Budget Plans from the source project.

Using 'New From Template' also does not copy any existing Budget Plans to the new project.
