z/osmf console not getting messages /ESM is Top Secret

Issue/Introduction

The z/OSMF console function is active and working except is does not get all routed messages. 
Issuing a V CN(*),ROUT=ALL command works.

OPERPARM Segment is Defined:
--------SEGMENT OPERPARM
MCSAUTH   =  MASTER
MCSLEVEL  =  ALL
MCSMON    =  JOBNAMES,SESS  

 OPERCMDS class is defined:
ADIV  OWNS OPERCMDS  JES2.
ADIV  OWNS OPERCMDS  MVS.

 What else needs to be done?

Resolution

SAF trace shows: 

RACROUTE REQUEST=AUTH,CLASS='TSOAUTH',RELEASE=1.9,ATTR=READ,DSTYPE=N,ENTITY=('CONOPER')

 Access to TSOAUTH(CONOPER) is needed: 

1) TSS ADD(dept) TSOAUTH(CONOPER) 
2) TSS PERMIT(acid) TSOAUTH(CONOPER)
