Gen 8.6 2111 level set install APPLY step gives error IEW2606S

Issue/Introduction

Facing an error during APPLY for the Gen 8.6  2111 level set ("Gen for zOS r8.6 2111 Media.PAX.Z"):
IEW2606S 4B39 MODULE INCORPORATES VERSION 3 PROGRAM OBJECT FEATURES AND CANNOT BE SAVED IN LOAD MODULE FORMAT.

CEHBPLD1 is already a PDS-E dataset.

Resolution

Review of job log showed IEW2303E and IEW2456E for an unresolved reference ASMTDLI which is IMS related plus IEW2454W for several unresolved symbols before the final IEW2606S.
The job log also showed several FMIDs had been selected that were not needed because customer just has the Gen z/OS Implementation Toolset (no Host Encyclopedia) and is using CICS (no IMS or MQ) i.e. Host Encyclopedia FMID CEG6860, IMS FMIDs CEG9860, CEHD860, CEKZ860, and MQ FMID CEKP860 had been selected but are not needed:

Advised to re-run the APPLY using just these 5 FMIDs:

That also resulted in errors. Job log shows the processing starts with long series of GIM67301W warnings for CEHBPLD0, then successful copy processing, successful link-edit processing but then GIM23911E link-edit processing failures and GIM30201E/GIM30202E apply processing failures. Also further down the file multiple IEW2470E errors and some IEW2648E errors for CEESTART.
Gen Engineering advised that the latest errors may have been due to having the additional FMIDs in the first attempt which has left some residual members which are causing a problem.
A new install was done into a new CSI using only RECEIVE/"APPLY CHECK"/APPLY for the above 5 FMIDs and that was successful.
