Window/dialog boxes not visible after opening in Window Navigation Diagram

Issue/Introduction

Most windows and dialog boxes are not visible when opening them in the CA Gen Toolset Window Navigation Diagram.
This was found by the user after creating a subset in model 1 and creating model 2 from that subset. It is model 2 that is being opened in the Toolset.

The Diagram -> Open Window option shows the Window Selection dialog which contains 4 Dialog Boxes and a Window.  
Selecting the Window -> Select button results in no visible window. 
Selecting the first Dialog Box -> Select button successfully opens that Dialog Box in design mode.  The other 3 Dialog Boxes show no visible design window when using the same process.

The user is running the CA Gen Toolset on a virtual machine (VM) via RDP from a Surface Pro.
2 external monitors are configured as below with 1 being the Surface Pro, 2 and 3 being 1920 x 1080.



The VM is opened on only 1 of the monitors.

After testing with original model checkout and model created from subset it was eventually confirmed that the problem was not related to the subsetting and is purely a display issue i.e. the Window opens off the display area.
Normally the user sets the scaling to 150% for the monitor size of 2736 x 1824.  
After setting the scaling to 100% and opening the Window in the Toolset Window Navigation Diagram it then displays in the bottom right corner of the much larger toolset window:

The associated Dialog Boxes are in the same situation, except for one that still opens off display.  
It was later confirmed that the other Dialog Box is also displayed outside the viewable window by opening the toolset on an ultra-wide monitor 3840 x 1080.

Support suspected that this behaviour is related to the monitor(s) used in the Window Navigation Design by a previous developer i.e. multiple monitors were in use & some window/some dialog boxes have been moved into the 2nd display, so causing them to fall outside the normal display when viewed on a PC/VM using a single monitor.
It was confirmed that the developer's display configuration is below where 2 and 3 are 1920 x 1080 and the virtual machine displays across both monitors.  Display 1 is the Surface Pro, not being used (this is the company's recommended use of a Surface Pro with mismatching external monitors).

That now explains why the Window and some Dialog Boxes were "off-display" when using one monitor for the VM.
