Performance for some users is very slow after the 15.9 upgrade in GCP

Issue/Introduction

After upgrading to 15.9 in GCP,  you are seeing slow performance. The performance was much better in 15.8.1. This may be reported by some users and not all. 

Cause

DE58904 - Instance level permissions may make some queries slow.

Environment

Release : 15.9

GCP Postgres

Resolution

Fixed in 15.9.1

The below two 2 database indices have to be added: 

(Be sure to modify these statements for the appropriate schema and tablespace name)

• create unique index prj_obs_associations_u2 on prj_obs_associations (unit_id, upper(table_name::text), record_id) tablespace clarity_indx;
• create unique index cmn_sec_right_u5 on cmn_sec_right (right_id, right_type, upper(right_obs_type::text), object_id, permission_id, permission_code, permission_value) tablespace clarity_indx;
