Timeline view is blank when period is missing from 'View Options'

Issue/Introduction

In the New User Experience (UX) the timeline view page is blank / does not load even though there are tasks on the project.  The Board and Grid view work correctly. This may be noticed after upgrading (such as upgrading to 15.9.2)

Steps to Reproduce:

1. Go to the New UX
2. Select your Project
3. Click the Tasks tab
4. Click the Timeline View

Expected Results: The Timeline view shows the tasks

Actual Results: The page is blank where the tasks should be listed

In the Developer console,  you see a message referencing: 

TypeError: this._gerHorizontalScrollbar is not a function

Cause

The Period is missing from View Options

Environment

CLARITY 15.8.+

Resolution

1. Go to the New UX
2. Select your Project
3. Click the Tasks tab
4. Click the Timeline View
5. Click 'View Options'
6. Select an option from the Periods drop-down. i.e. Weeks, Months, Quarters or Years.
   
7. Save the View
8. Reload the entire page by refreshing from the browser
9. Perform the same steps on other views with this issue. This would have to be performed just once on a given view. The change would be applicable across projects.
