Help link does not work in non-english locale

Issue/Introduction

When the language is set / changed to Spanish (or anything non-English), the Help button does nothing when clicked. This may be reported in the Phoenix UI theme

STEPS TO REPRODUCE: 

  1. Log in to Clarity
  2. Click 'Help' - The documentation works as expected
  3. Go to Home>>Account Settings
  4. Change Language to Spanish
  5. Save
  6. Click 'Help'

Expected Results: The expected behavior is the supported languages of

  • French

  • German

  • Spanish

  • Brazilian Portuguese

  • Italian

  • Japanese

will go to that language. If it is in a language we don’t support for localization it should default to English.

Actual Results: No pop up comes up as the HID and language doesn't match.
