Then SIM (Symantec Installation Manager) is launched while trying to upgrade to a newer version of ITMS and the following message is seen:
"The SQL server, configured during installation, not accessible. Symantec Installation Manager functionality is limited"
which causes SIM not to allow the customer upgrade or install. However, when the SMP Console is accessed you can connect just fine to the SQL server.

It was necessary to add the FQDN information for the SQL Server in order to connect via SIM.
Updated the following registry key 'SqlServerName' under HKLM>Software>Altiris>AIM>Configuration>NsConfiguration.
In this particular case the SQL server name was SQL-W2K12R2-01 and we had to add SQL-W2K12R2-01.example.com
