Can CA Endevor prevent an Add of new elements with a specific Type so that no new elements are added?

Issue/Introduction

We are eliminating / migrating a certain type and would need to stop all new add elements until we migrate.

Is there a way just using Endevor to control an Add of new elements with a specific Type?

Resolution

Using the base Endevor functions there is no way to stop new adds.  The only way would be to create an exit that will check up the map and if the element exits then allow the add.  If the element does not exist up the map then stop the add action.
