Issue/Introduction

Running an IDCAMS batch job to rename a dataset fails with

TSS7208E VOLUME NOT AUTHORIZED FOR DATASET CREATION

what could be causing this?

SECTRACE shows the IDCAMS  Program is passing a Volume check along with a Dataset check.

Requested Access 1000=CREATE 
Allowed Access Level For Volume 4000=READ
Allowed Access Level For Data Set 4000=READ
TSS7208E Volume xxxx Not Authorized for Dataset Creation

This is not something Top Secret controls we do not make calls will only 
respond to call being passed.

Will need to permit Volume access with CREATE to allow the Dataset creation
