Issue/Introduction
After an IPL, the CA SYSVIEW for DB2 Data Collector failed with the following error message.
DBG02178E ... PARMLIB READER FAILED WITH RC 215 (DEC)
Half an hour later the CA SYSVIEW for DB2 Data Collector was restarted manually without any problem. What was the the meaning of RC 215?. Was a required system component missed?.

Resolution
+215 - CA90s is NOT available, license checking cannot be performed.
The RC 215 was caused by the CA90s Common Services licensing process not being active at the time of CA SYSVIEW for DB2 Data Collector startup, thus causing the LMP licensing check to fail. You will need to have CA90s process up and running before CA SYSVIEW for DB2 Data Collector will start.
