Resolution

Migrating two Procedures individually is successful, but when these are combined with other objects, is when this crash occurs.
If you splitting the migrations enables the migration to work for the smaller pieces, that says that the models do not have any corruptions.
The usual recommendation is to migrate only small numbers of objects at a time.
