APF Authorization not needed for IPC Loadlib

Issue/Introduction

I am not sure if the IPC loadlib needs to be APF authorized along with the other Datacom loadlibs. This requirement for authorization is not found in any of the IPC documentation, and there are no jobs in the IPC installation to perform this authorization.

Should the IPC load library be APF authorized or not?

Resolution

The IPC loadlib does not need to be APF authorized, and because it is not authorized, the IPC loadlib should not be specified in the DBMUFPR or CICS STEPLIB in the MUF or CICS JCL. 

Note, too, that the IPC loadlib does not need to be part of any DBUTLTY jobs, but is needed for Datadictionary batch jobs (DDUPDATE, DDUTILTY, and others). However, these batch jobs do not require authorized libraries, so nothing special needs to be done.
