Project Manager access rights to allow them to staff their projects

Issue/Introduction

Is there a way to to set up access rights so that all Project Managers in an access group can view all project team pages, but only the project manager listed on the project can soft book (add resources to team)?

Resolution

Grating users the following two global access rights will allow them to view all projects. However, they will only be able to staff resources to projects that they are Project Managers of.
