What is causing job to receive U11-699 **** INVALID ENTRY TO CA-11 SVC **** error message?

Resolution
U11-699 Invalid entry to CA-11 SVC normally has to do with an APF authorization problem. The CA 11 CAILIB must be APF authorized. If libraries are concatenated in STEPLIB, all libraries must be APF authorized or else the non APF authorized libraries cause the APF libraries to lose authorization. Take note of any use of JOBLIBs as use of JOBLIB applies to all steps in the job as if they were included in a STEPLIB concatenation for each step of the job. Another possible cause may be that the U11RMS proc that is inserted in job(s) uses a different CAILIB library from the one that the CA 11 started task initialized with and that library is not APF authorized. Another possible cause may be that CA 11 and another product attempted to initialized with the same SVC. Ensure that not other product uses the same SVC as CA 11 and run CAS9 REINIT of CA 11 to allow CAIRIM to load the CA 11 SVC.
