Is there anyway to send notification for clear alarm?

Issue/Introduction
I have CA SOI 4.0 integrated with CA UIM 8.51 and CA APM 10.2. Now I have requirement to send notification for alarm clear.
For Example: CA SOI received major alarm from UIM / APM, let say the alert is "Cpu Utilization for server1 has exceeded the threshold. The value is 90%" after 10 minutes the alert is clear.
The requirement from My Customers is they wants notification for that alert. Let say "Cpu Utilization for server 1 has been cleared".
I have tried to use escalation policies to trigger the clear alarm notification but I am not able to send notification for clear alarm.
Environment
SOI 4.0 & 4.2
Resolution
In order to send Clear alert notification, we need to create 2 Escalation Policies - first one to create an Incident | Ticket and the second one will update this Incident | Ticket
1) Create the first escalation policy
2) Now, create second escalation policy to update the Incident
