Resolution

You need to have the SAML admin generate a new idp file and add the following url's for the logout service. Then add the new idp file to the NetOps Portal.  

http://<FULLY_QUALIFIED_PORTAL_HOST>:8381/sso/saml2/LogoutService http://<FULLY_QUALIFIED_PORTAL_HOST>:8381/sso/saml2/LogoutServiceResponse
