ETC units when creating report using the PRASSIGNMENT table

Issue/Introduction

When creating Jaspersoft reports against the PPM database, we pull in the field PRASSIGNMENT.PRESTSUM  to get the ETC. We noticed that it is not consistent in terms of the unit, why is it stored in seconds for some records and in hours for other records?  Is there anywhere else in the database we get use for ETC for project resources?

The ETC units are displayed differently based on the resource type.

If the resource is of type (labor or equipment) the units are in seconds.
If the resource is of type(material or expense) the units are in hours.
