Issue/Introduction
When moving between 2 systems with SSMGAv2, the object appears to move but doesn't start.

Cause
The resource already existed in the STCTBL on the destination system before the move was initiated.
Resolution
The resource been moved can not exist in the STCTBL of the destination system.
