TSS REFRESH Work For TSS ADD(STC) PROCNAME(proc) ACID(acid)

Issue/Introduction

When an STC entry is updated with a new ACID: ie TSS ADD(STC) PROCNAME(procname) ACID(acid), and a TSS REFRESH is done, if the started task is currently running, does the refresh update the running task, or does it take a recycle of the task?

Resolution

When adding a new ACID to a proc in the STC table, if the started task is currently running, it needs to be recycled to pick up the new acid. The region acid is determined at startup of the region.
