Issue/Introduction
If an accessor ID has the ASUSPEND, PSUSPEND, or VSUSPEND attribute, batch jobs using that accessor ID will continue to run without restriction, while interactive signons (CICS, TSO, etc.) will fail.

PROBLEM DESCRIPTION:
After applying fix RO89334, submitting a batch job with user=xxxxx (where
xxxxx is a suspended ACID) succeeds instead of failing.
SYMPTOMS:
Job submit with a suspended user=xxxx acid is successful.
IMPACT:
Job submit with a suspended user=xxxx acid is successful.
CIRCUMVENTION:
Do not code USER= on a job.
