Resolution

The C1G0119E error message indicates that there is NO FOOTPRINT found on the element.

There are 2 options:
1)  Regenerate the element at the location where the Footprint is missing
or
2) Changed the C1G0119E error msg from an E level that to a Warning by turning on the MSGSEVERITY_C1G0119 option in the ENCOPTBL(1)

(1) This does not solve the issue but allows the move despite the footprint issue.
