Restart CA 1 Health checks after dynamic upgrade

Issue/Introduction

As per CA 1 installation Guide chapter "Dynamically Upgrade from 12.6 to 14.0" the CA 1 HealthChecks need to be stopped, if
PTFs RO59233 or RO65354 are not yet applied and activated. How to restart the CA 1 HealthChecks after the dynamic upgrade has been performed?
