CA Identity Manager: Startup failure due to policy server disconnection in SSO integrated environment

Issue/Introduction

While attempting to boot up a single sign on integrated environment the following error appears in the logs and the environment does not start: 

SystemOut O 12:14:33,567 WARN [ims.default] * Startup Step 2 : Attempting to start PolicyServerService
SystemOut O 12:14:33,568 WARN [ims.default] Unlimited Strength Java Crypto Extensions enabled: TRUE
SystemOut O 12:14:35,473 ERROR [ims.default] Connection to Policy Server failed.
SystemOut O 12:14:35,474 ERROR [ims.bootstrap.Main] The IAM FW Startup was not successful
SystemOut O 12:14:35,474 ERROR [ims.bootstrap.Main] javax.resource.spi.ResourceAllocationException: Cannot connect to policy server: Failed to init Agent API: -1

Resolution

In this case, the 4x agent on the SSO side was corrupted so we recreated it and redeployed the EAR file on the application server. Once this was done the issue was resolved.
