A third party tool from Vendor Dynatrace called Oneagent is breaking communication between the CA Performance Management caperfcenter_console service (runs the web UI) and the caperfcenter-devicemanager service (takes report queries and passed them to the Data Aggregator for a response, and back to the console service for rendering and display to the user).
CA does not support the running of 3rd party vendor tools on enterprise software installations of CA Performance Management.
Stop and disable the Dynatrace Oneagent.
Normally running "service oneagent stop" will resolve the problem.
No restart of CA Performance Management services is needed. Simply refresh the web browser tab after stopping the oneagent service.
See here for more details on the faulty tool: ttps://www.dynatrace.com/platform/oneagent/
