INSMAIN CLIST fails with QILPDCTR RC=4 during installation of Database Management products r20

Issue/Introduction

After successfully installing Database Management for Db2 for z/OS r20 and successfully configuring the tools on the first LPAR, subsequent propagation
of the tools to a second LPAR (via a copy mechanism) encounters failure 'QILPDCTR RC=4' when invoking the Post Install INSMAIN CLIST.

Cause

The cause of the QILPDCTR RC=4 failure was due to the copy process changing the DSNTYPE for the Db2 tools runtime datasets from LIBRARY to PDS.

Resolution

Redo the copy of the Db2 tools runtime platform datasets (as defined in the DSNAMExx parmlib member) to ensure the DSNTYPE
remains LIBRARY for the propagated datasets.
