Are EAV DASD files fully supported by IDMS for database files in release 18.5 and 19.0?

Yes.
For 18.5 there are two required PTFs:
RO60748 -
PROBLEM DESCRIPTION:
A S113-44 abend will occur during the open of an CA IDMS database
file which is located on an Extended Address Volume beyond the
65,520 cylinder address range.
and RO60751 -
PROBLEM DESCRIPTION:
Dynamically allocated work files requested by a CA IDMS utility
are not allocated above the 65,520 cylinder range on an EAV
volume.
For 19.0 there are no PTFs required
For 18.5 there are two required PTFs:

PROBLEM DESCRIPTION:
