Can I change the default Interface report to "Last Hour" in order to view 1 minute resolution data by default?

No, the default view for interface reports is Last 24 hours, which is 15 minute resolution.
To see 1 minute resolution, change the view to 2 hours or less.
To see 1 minute resolution, change the view to 2 hours or less.
