Cause
Build Publisher integration is out of date
Resolution
The CA Agile Central Build Publisher does not support SSO (APIKey). It would be possible to add the plugin user to the SSO exceptions list of your CA Agile Central Subscription. To do this, please talk with your Agile Central Subscription Admin for this.
Also, the CA Agile Central Build Publisher is a very old plugin and is currently unsupported. We do have a new Build publisher: https://techdocs.broadcom.com/us/en/ca-enterprise-software/valueops/rally/rally-help/integrating-with-rally/rally-integrations/jenkins.html

If you decide to install this new build connector, please remove the plugin so there will not be a conflict.
