How can CA Cleanup for ACF2 be started earlier during the IPL process in order to capture all IPL security related events?

Resolution

CA Cleanup for ACF2 can be automatically started by one of the following ways: 

• CA-7 Job Management 
• CA-Scheduler Job Management 
• JESx-based controls 
• PARMLIB-based controls(SYS1.PARMLIB(COMMND00)) 

So using the PARMLIB-based control method would start up CA CLEANUP for ACF2 as earliest as possible during the IPL.
