TSS9410E after upgrading to CICS TS 5.3

Issue/Introduction

TSS9410E UNKNOWN CLASSNAME (CCICSCMD) FOR SVC (RACHECK ) We are receiving the above message when trying to start CICS TS 5.3. It is our first upgrade from CICS TS 3.2. I have applied RO75580 and RO86292 to address this issue, but they do not seem to be helping.  The ENFPARMS have also been updated to include CICSREL(65,70).  

I have applied the required Common Services maintenance for CICS/TS 5.3, RO75580.  Why am I receiving a TSS9410E UNKNOWN CLASSNAME (CCICSCMD) FOR SVC (RACHECK ) at CICS region startup?    

Environment

Common Services r14.1 using the ENFCICS component to protect CICS regions using CA Top Secret release 15.0.  

Resolution

In addition to applying Common Serviices ENFCICS maintenance RO75580, also apply TSS maintenance RO87993 for CICS 5.3 compatibility.   For Common Services, issue the commands S ENF,,,REINIT and ENF REFRESH(CASESSI,CAS9CICS,CASXCICS).
