S0C4 on step S3 on IVP job on z/OS 2.3

Issue/Introduction

Upgraded to z/OS 2.3 and testing the new install of CA Compress 5.5 plus all APARs. Executing the $IVP process and in Step 3 we are receiving a S0C4 abend

Upgraded to z/OS 2.3 and testing the new install of CA Compress 5.5 plus all APARs. Executing the $IVP process and in Step 3 we are receiving a S0C4 abend.
How can we resolve this abend?

Environment

z/OS 2.3
Compress 5.5

Resolution

IBM reported that it was a z/OS problem that SVC 111 was loaded into reserved SVC address. 
After applied IBM APAR OA53904, the IVP processing was executed normally.
