When different roles other than admin and operator are assigned to a user, the policy manger becomes excessively slow or unresponsive.

Resolution

Creating a dedicated port for policy manager communication to avoid excess service calls interfering can help alleviate bottlenecks. 
Increasing the private thread pool for the connection has proven beneficial.
