Resolution

There is  a SOURCE restriction on the acid which means this acid is only allowed to signon to certain terminal/places. 

Run a TSSUTIL report and look for the violation to determine the SOURCE or terminal they are trying to signon to. 

To authorize a user to a SOURCE issue a: 

TSS ADD(acid) SOURCE(source/terminal)
