"Died waiting for DLL waiting error 11" when upgrading Spectrum Windows

Environment

Upgrading Spectrum on Windows

Cause

The OS has a lock on a DLL required for Spectrum to upgrade and does not let it go for use.

Resolution

This issue can be resolved by rebooting the system before attempting the upgrade.
