Post CP5 emails show + instead of spaces

Issue/Introduction
Post CP5 install on DEV Service Catalog I am seeing the following issues: We have event-rule-actions which send emails including the variable $offering_name$ Post-cp5 any spaces in the offering name show in emails as a + sign.
This is solved by T6D9363.
This fix seems to solve a number of things not mentioned in the readme.
1) Plus signs showing up instead of spaces when using $offering_name$ or other variables and also in emails.
2) Emails not being sent
3) Event-rule-actions were not being triggered in some cases.

Hello, I just attached a fix to this case: sftp://supportftp.ca.com/0107582/01064755/files_from_ca/ File name:T6D9363.zip This should resolve the problem with the plus sign instead of spaces in the emails.
