Is there a way to track planned start and finish dates versus actual start and finish dates on a project?

You can track the 'Planned' dates versus the 'Actual' dates by creating a baseline of the project. This will take a snapshot at a point in time for the project, and then you can add the Baseline Start and Baseline Finish dates at the task level or project level to compare the dates against the updated (actual) Start/Finish Dates. Multiple baselines can be taken if you want to capture multiple point in time snapshots of the project.

To create a baseline of a project in PPM:
1. Click on the project 
2. From the Project Properties drop down, select 'Baseline'
3. Click 'New'
4. Enter the required fields and click 'Save' or 'Save and Return'

Enabling auditing of the Start/Finish date fields is another other option to track changes to the dates. However, this would not be available in a project/task list view but rather from the Audit tab for the respective project or task.
