Users can sign on to TPX but after selecting a session they are hung with X SYS and this message is in the TPX LOG:

When there is a problem outside of TPX, VTAM communicates that information to TPX. By investigating the meaning of the SENSE CODE along with RTNCD/FDBK, you can deduce the root cause of the problem.
This may be a problem within VTAM, with the network, with the application that the session has or is trying to establish, with other jobs, applications or the environment.
When the SENSE CODE is 0000zzzz, this usually indicates that the problem is outside of both VTAM and TPX.
Try logging on to the application from native VTAM. This eliminates TPX from the equation. If user still cannot access the application, you can be assured the problem is outside of TPX.
If the user can connect from native VTAM but not from the TPX menu, please contact CA Support and provide the TPX started task log including LOG DD output. We may be able to assist with some common situations.
