a) The main difference between the legacy and partnership mode I believe is the process of setting up federation. The process of setting up federation is simpler in partnership model as compared to legacy model.
Legacy model is more cumbersome and requires all the fed objects to be created manually.
On the other hand, in partnership model, lot of the fed objects are automatically created when you create partnership. In this model you only need to create Local/Remote entity and partnership that's it.
b) Another very important point to note is that there is not further development being done in Legacy federation, which means that no new features will be added into the legacy federation model. If any bugs found in legacy fed model they will be fixed. All new features and future development is done only for partnership model, thus by moving to this model you will have the opportunity to take benefit of any new features added in future.
