Error loading ECCMLic.dll in CMEW

Issue/Introduction
We have currently installed the newer version of CMEW (CMEW R12 r 45 patch 5 and efix 171130), but getting errors trying to load ECCMLic.dll, our new CMEW version is running on 64 bit Tomcat and window's OS is also 64 bit, how to fix this error ?

Windows OS can be x64 but all Tomcat environment should be x32 - this has impact on JDBC jar's that should be used accordingly.
If both Java x64 and x32 are installed, TOMCAT JRE should be x32.
64-bit java is not supported by CMEW 12.0 because our DLLs are 32-bit.
Solution:
Download 32 bit Tomcat and use 32 bit JRE, redeploy CMEW.
