User not authorized to action *ENVRQS for object type OBJ

Issue/Introduction

After performing the change management tools (ALDON) product upgrade to v8.2B and also the Model Object Management Tool (MOM) to v4.0 , we encountered the below message when issuing the command YEDTMDL
"User not authorized to action *ENVRQS for object type OBJ"
All developers are currently unable to use the YEDTMDL command. 

Environment

IBM Iseries 

Cause

Problem was due to MOM issues and not related to CA2E product license key.

Resolution

Resolved within the MOM product
