wcc not available apijni.dll: Not enough storage is available to process this command

Issue/Introduction

The CA-wcc-services.log contained the following error and as a result the WCC UI was not available:
 
UnSatisfiedLinkErrorD:\Apps\CA\WorkloadAutomationAE\autosys\bin\apijni.dll: Not enough storage is available to process this command.

Resolution

The issue can be a result of having the maxmemory setting in the wrapper.conf file for tomcat 32 set too high for a given environment.
The default value is 812.
