You are right, to install RO95449 in your environment, you have to execute the holddata of this PTF: 

1 - Refresh LLA 

2 - Rerun CAS9(CAIRIM) with parm: 

PRODUCT(CAIRIM) VERSION(S910) INIT(CAS9INIT) PARM(REFRESH(MB838,SSF,LMP))

This is to install this PTF in your environment. 

Once this is done, you can set your CAIRIM parm as before: 

PRODUCT(CAIRIM) VERSION(CAS9) INIT(CAS9INIT) PARM(SSF(TSS)) 

for the next CAIRIM startup.
