Detailed Description and Symptoms

When you select the Service Manager Dialog executable in Windows it fails to start.  The SMgr_LOGG_00.txt  log file contains these errors:

U0022028 Unable to open file 'C:\uc4\SMgr\bin\UC4.smc', error code: '2'

No such file or directory


Investigation
The Service Manager Dialog requires files titled uc4.smc and uc4.smd file to run correctly.  These files are autopopulated but sometimes are not created correctly.  The uc4.smc files tells the system which order to create the particular processes.  The uc4.smd file has information regarding the location of the executable for the WP, CP and executor processes along with the initialization file location for the executables.

Solution
To fix this problem you simply need to create a blank uc4.smc file and place it in the SMgr\bin directory.
