Symptoms
When you add a timing condition of DELETED on a Process Flow it will never be evaluated due to the fact that the Process Flow can never be in a a status of DELETED.
Solution
In order for this type of condition to work you would need to add it to a Component within the Process Flow, since the Component can be in a DELETED status.
