Executing the FALSE path of an IF workflow via CHECK_FILE fails with U00011586

U00011586 Missing final action in .

When creating an IF workflow, the true path will succeed on a CHECK_FILE condition, but the false will fail:

Create an IF Workflow.
Set the condition for a file check:
IF file '/home/test_file.txt' exists (check via AGENT).
– Execute the Workflow.
---- The TRUE path will succeed.
---- The FALSE path fails with:
1/29/2016 5:57:51 AM - U00011503 Workflow '? (RunID '0001045988') ended abnormally.
1/29/2016 5:57:51 AM - U00011586 Missing final action in <IF>.
