Starting Unix agent using UCYBSMCL fails if hostname contains more than 25 characters

Issue/Introduction

Error Message :
connect: Connection refused
*ERROR 2* Pipe returned error

Using the command similar to this:

 ./ucybsmcl -C START_PROCESS -h bta22824.btaprod.ca.com:8873 -n bta -s "UC4 UNIX01"

will result to the above error messages.

If the hostname together with the port is more than 30 characters, the error will be seen.

Defect
Root Cause: The Service Manager client cannot connect if long hostnames are used in the -h parameter. The issue ocurrs if the hostname and port together are longer than 30 characters.
